You can do these two ways. One is to make a small slit with a razor blade on both ends of the length of the arrow. Slide your pencil gently in and tape to the back of the paper.
The other is to just tape the pencil right on to the Valentine. I did it both ways to show you how it looks. Below the pink and purple ones are slit and the blue and red are just taped on. They are both cute.
