In a small bowl whisk together the Soy Sauce, Garlic, Ginger, Brown Sugar and Pepper, set aside. Heat the oil in a wok or large non-stick pan over high heat. When it just starts to smoke add the Onion, Celery and Cabbage and reduce to medium high heat. Stir constantly until the cabbage is reduced by about half, the onions are translucent and the celery is softened, about 3 minutes. Add in the Noodles and Sauce and cook an additional 2 minutes. Serve hot.
